Held Hostage

I have a question...My Filipina friend just had a baby in a private hospital because it's premature and she said the govt hospital in her area does not have incubators. Her insurance covered 20% of the bill. It's been about a month and the baby and mom can both be discharged but they need to settle the balance of bill, (Mom was also treated for unrelated issues ) otherwise they cannot leave the hospital. They are in separate rooms and she told me they cannot combine them in one room to save money even though baby no longer require the incubator. My question is 1) How long can the hospital hold them for? 2) What if they dont have the money to pay? She asked me to send the money to bail her out of this situation as the bill is getting higher each day. Thx!
