Spouse Visa at US Embassy

I am looking for info from somebody who has gotten their wife a Spouse Visa at US Embassy in Manila. I have lived here since 2012 but plan to return to US for an indefinite period. I just visited the US Embassy with my wife of 1 1/2 years and talked through the window to a Philippino about getting this ICR or IC1 visa. After I submit forms to that window and pay $500 thereabouts, my application is checked by USCIS then it is passed to State Dept. The fees the US State Dept. will charge me are a mystery although I know the St. Luke's Exam costs $150 or so. Does anybody have any info about this process or fees?? Thanks.
