Coal in the Philippines

Just read about this on the Internet; "Saying yes to coal plant construction, Batangas city council leaves dirty legacy", Coal currently accounts for a third of the Philippines’ energy mix. This is very sad and as I understand the effects of coal is everywhere in the Philippines. Or am I wrong? Still trying to find a non-polluted area to live in the Phils. We have children going to school, so it must not be a place in the middle of nowhere, but a town or outside of a town with no coal pollution. Is there such a place? I still have some hope....
