Filipino spouse of EU national

Hi. I'm Irish and planning to marry my Filipino g/f next year and we plan to live in Spain. However I'm concerned about the offload policy at Manila airport. What does my g/f need to avoid offload. Spanish Embassy will issue a visa no problem. Is that visa together with Marriage Certificate sufficient for my future wife to leave the Philippines.
