tagaytay vs baguio

I hope to retire to the Phiippines soon. I wish to live in one of the areas with cooler temperatures. I know there are others. But I would like to stay in Luzon. I am focusing on Tagaytay and Baguio. I would like your comparison of them for weather, cost of living, need for a car, and anything else you'd like to add.
