LTO New Drivers Licence

I will need to get a drivers licence in Davao this June following my final move back to our home in Prudential Village. I looked at this link http://lto.gov.ph/license-permit-issuance/284-non-professional-driver-s-license.html There was some terminology I did not understand. Here is the list for "Foreigners":

1. original and photocopy of passport with entry of at least one (1) month and visa duration of at least one (1) year from date of application

2. Medical Certififcate issued by any licensed practicing physician stating that the applicant is physically and mentally fit to operate a motor vehicle or otherwise stating his/her impairment; and

3. Valid SP issued at least thirty (30) days from date of application

Anyone know what a valid SP is?
