It seems that the MAYOR of CEBU has finally woken up from a long slumber. Just recently the police and traffic enforcers are stopping motorcycle drivers for not wearing helmets as well as their passengers. In addition motor vehicles are being stopped for drivers NOT WEARING seat belts.
I asked a PNP officer what happened to cause this sudden awareness of safety, he replied "these are not new laws but they were asleep". I thought just like the MAYOR.
Maybe, I thought this is a step towards real traffic enforcement......but I woke up
