Tropical Cyclones (Typhoons) hit landfall in the Philippines on the average of 10 times a year. Around half are usually destructive to some degree. I lived in Quezon City and Pampanga (central Luzon) for 25 years without encountering any serious damage due to Typhoons. Rain and the rainy season (monsoons) are part off life in the Philippines. Typical typhoon season is from May to October with August being the most active month. Some of the strongest typhoons to ever hit the Philippines happen in November and December. Most serious damage from typhoons happens in areas where infrastructure is not very good.
