The Elusive Shipping Agent

I am purchasing goods from China(can't get them at a reasonable price in the Philippines) and my research told me their value is $130 U.S. and that goods valued at $200 or more pay duties and/or taxes. But I also understand that to receive them I need a shippng agent. I have tried and failed to get any responses from companies, organizations or individuals. Without an agent, how can I receive these goods? Also, I have no idea what and how they charge for this service.
