Phils poorly rated retirement spot

Just finished reading an article copied or excerpted from Int'l. Living mag which listed its top 20 picks for a Yank to retire. The Phils wasn't in that Top 20 list. Mexico was 2nd which shocked me as I live in So. California and am aware of the disaster to the South. Other countries have high pension or asset requirements which surprised me as well. Take a look and please comment by comparing those places to the Phils. as you know it to be.
