Expats in Dumaguete

Hello I am living in a province called Bicol but I want to move where there are more expats that speak English, tired of not understanding a thing they say, and I am coming to visit Dumaguete at the end of July 2019. Any recommendations of what part of town or outside of town preferably would be a good place to look for affordable housing and people to talk with and hang with.
