Active expat life in Cebu?

About 2 years from the age to tap into my IRA/401K, Should have enough money for living in RP. A few years down the road, when social security kicks in, money picture will be even better. But I am not looking forward to quiet retirement in RP, Like to get together a group of similars to play volleyball if possible, backyard picnic parties, plus group island hopping, Since I have a few ongoing engineering projects, Cebu, being the industrial center in RP, with a few good universities around, and a large expat community, is in my focused view together with Dumaguete. I am in my late 50s, divorced, with advanced engineering training and tons of experince, still quite energetic and full of dream. The cost of doing anything in the SF Bay area is incrediblly expensive nowadays. While (engineering labor) cost in RP is extremly low, Strangly enough in RP, design engineer's payscale is much lower than customer service reps (those manning the call centers). I arrived in Cebu city 2 days ago, Plan to stay around until Oct 11, will be real happy to get to know the expats in the area. You can help decide if Cebu is a good place for my active expat dream. Anybody willing to meet?!
