Cost to buy land and build house

Looking to retire in Bohol, we would like a piece of property (prov) that is private, possibly can see the ocean from the property, something simi close to the beach. Been looking online seems between 1.5 M and 2.0M is possible, just so many different prices gets confusing.

Not looking for anything huge.

How do I look for property for sale by owner, everything I have found is through a realty company, and we know they always take a big chunk.

Also paying cash does this help to get a better deal.
