Solar Power

So as part of looking at houses etc i have been looking at solar power, electricity is expensive in PH and looking from our 14th floor balcony i can only see one house with any solar panels.

I cannot find any government help or assistance with costs but to be fair the costs are cheap anyway so i will def be getting solar power on my house but why is it not used more in PH? its the ideal place surely with the weather and the high cost of Elec and in this age of eco houses and helping the environment?
