Sending pictures from an Android Phone

I have a girlfriend in the Philippines. I am not 100% sure of her honesty. She said she needs money for rice but she is sending me pictures from her phone. Do you need a load to send pictures to Facebook Messenger without data? She said she can send pictures but not receive them. Is this true?
