Opening a Bank Account in Philippines

I was just declined for a Bank Account in the Philippines. The manager stated that they do not open up accounts unless the customer has been in the country for minimum of 1 year.

Has anyone been successful opening a Bank Account in the Philippines without being here for 1 year.

I recently applied for a Account at a large Philippine Bank - and was personally referred by a Filipino who is a big business client of their Branch.

I had all my I.D. including a ACR Card and copy of 1 year lease for my Apartment which started in October 2019.

Any suggestions beyond waiting another 4 months and applying again?
