13A PROBATIONARY TO PRV QUESTION

Hello all. Looking for anyone who has recently (last year or so) gone through the Amendment from Probationary 13A visa to Permanent Resident Visa. I have some questions.
1. After submitting the document required to BI in Manila, what can I expect as the turnaround time.
2. Can they be expedited?
3. I can fill the form out on my computer with my PDF editor. Will they accept that or does it have to be handwritten?
