BI Change of Procedure

The BI recently changed the requirements for spouses of PH citizens to enter with their spouse. I read somewhere that the foreign spouse had to acquire a 13A Visa. When I contacted my designated consulate in Chicago they sent me an application for a Non-Immigrant Visa and said that's what I need to be allowed into the country. That's fine but I understand that the visa is only valid for 59 - 60? days. My intent was to get a 13A/resident card after the appropriate amount of time. My question is will I be able to extend my stay until I am able to accomplish that. And when I receive my visa from the consulate does the 60 days begin when I arrive in Manila. They sure aren't making this easy. Thanks for your help.
