Sending Money Order or Check

What is the best way to send a money order to the IRS? I got two stimulus payments, one in the mail and the other was directed deposited. I don't know if sending a cashier's check or money order drawn on a Philippine bank will work. I could got to Manila to buy a money order or cashier check at Citi Bank. I saw online they have a branch at the US Embassy address. I am also going to check Metrobank since they have a branch in New York.

I also need to deposit my stimulus check. It took over three months after it was mailed before I got it. It got sent from the Manila U.S. Embassy. The same thing happened last year with my tax refund check. I don't know if the IRS sends the checks to the U.S. Embassy or if they print it at the embassy. I cannot deposit the check at Citi because I don't have an account there and the minimum balance for an account there is one million .
