Covid tests

A friend of mine in Samar emailed me of cough and fever today and I wrote back that those are Covid symptoms, go get a test asap. She wrote back and said they are too expensive and no free tests any place.

That sounds wrong to me but is it true or is there something she can do? I have no idea but want to see if I/we can help
