Visa strategy

Hi all,
I'm planning to retire from the UK to the Philippines later this year. My question to the knowledgeable is should I get the SRRV Classic retirement Visa before I travel or should I get say a 60 day Visa and do it all in-country? I've read that getting it in the Philippines is cheaper than before, but is it safe to do so? Thanks.
