Is a Visa a must?

I'm an American trying to get back to the Philippines. I was last there in 2017. At that time a passport was all I needed. Now I'm hearing a Visa is required? Is this true? Where does one get one if so? Hoping to see you by Xmas. Thank you. This site is a great help.
