"It's up to you, ser"...

Has anyone experienced having a service done here (eg.: mowing the lawn, a simple handy job at the house, or mechanical automotive job) and get a response from the service renderer when asking him for the cost of the service and get: "It's up to you.ser." In the West, it's usually the price is quoted by the guy doing the sevice and it;s up to you to tae ot or leave it. But not here in PI and I'm referring to mostlu the unskilled non professional laborer.
