Does my fiance need a CFO to travel to Costa Rica

Hello,

Costa Rica is visa free so I wanted to find out if my Filipina fiance needs to get a CFO to travel there?
She started the cfo process and it's a nightmare, they are requesting the world of me and it's taking a toll on us. My fiance is stressed out.

But I saw an old post on here from 2018 where someone mentioned you don't need a CFO for visa free countries.

I can't travel to Philippines because of covid restrictions and now we found that Costa Rica is visa free. Can someone confirm? Will she have any issues exiting Philippines?

They are requesting from us (just for her to be allowed to travel)

6 character reference letters
Criminal record
All screenshots of chat logs
Affidavit of support
Notarized letter why I haven't traveled to ph (covid restrictions duh)
Single status notarized
Photocopy of my passport
Photocopy of my Canadian citizenship.
Full trip itinerary.

My fiance's part is equally intrusive and extreme.

And this is just so she can travel to meet me.

So can we travel to costa Rica which is visa free? If not does anyone have any advice, I am feeling so numb after waiting 12 months to see my fiance we find out about this garbage.
