SRRV available if outside the Philippines?

Can you get an SRRV now if you are outside the Philippines?

My flight to come back was March 19 of 2020. But the connecting flight to Davao was cancelled, so I didn't go (big mistake).

Been waiting all this time for it to open back up for tourist visa again.

I did not think the SRRV was available for new applicant during COVID.

But I saw a post discussing it and I am confused.

I am in the U.S., Can a SRRV be done now from here?

If so, what is the process time like?
