Titay a safe place?

Hello,

Thinking to retire in Titay, Zamboanga sibugay as a home base. I have visited there for a week, but was required to check in with local Police. I have asked around and my wife’s family has lived there for generations and not heard of any issues with foreigners. It is very close to Ipil and that city has some history in the 1990’s.
Does anyone have any knowledge of expats in this area and of the general safety for the same?
I am from the USA and it is on the do not visit list for the general area.
