Visas for RP

The consulate's web site in New York says visas will be available beginning April 1. I'm assuming they mean Tourist Visas, but I'm hoping it's all visas.

I really want to get a 13a visa by June for my permanent move in Dec. I may have to settle for a 9a visa and try to upgrade in the RP.

My situation is that my Filipina wife will be going to our home in Oct., ahead of me and I will follow in Dec.

My questions are; (1) Can I travel without a 13a or 9a visa to the Philippines (2). Can I fly without my wife accompanying me there if I don't have a 13a or 9a visa. and (3). If I fly alone, can I purchase just a one way ticket?
