Sending Gifts to the Philippines

Hello all. I have a friend in the Philippines that I would like to send some small gifts to. She is a sweet lady that is a widow with two young boys, 11 and 8. We have been talking for a few months now and I would like to send her and the boys some small gifts. I have heard that any items sent over will cost them almost the same amount in customs taxes as the value of the gifts themselves. Can someone please shed some light on the truth of this? Also, what IS the best method of sending gifts. Thanks in advance!
