my tax obligation to PH

1) Any suggestions on who might be good to communicate with, to learn about my tax obligation to the Philipines on my US Social Security and income from a US based business I run set up as an s-corportaion?

2) Baguio seems like it might be the best climate for me, but I don't see many youtube vids for expats living there. Is there an expat "community" there? Is there anybody that lives there now that can offer some insight?
