Another visa question

I am visiting Philippines this September and planning on staying about 4 months, but everything I read is that you have to be in country to extend your visa. Which is fine, but to enter the country you need to have a return ticket that is dated before the end of the base 30 day visa.

Is this correct And how do you get around this stipulation?
