Does PhilHealth count as US Medicare "Creditable Coverage"

My plan is long term as an expat from the US; however, I can see the possibility of needing the fall back of US medicare in the future.

I dislike wasting money on things I can't use; US medicare while not in residence. So, delaying it seems to be a possibility. Downside to that is that medicare will penalize for taking medicare late if there is no "creditable coverage".

This is just me musing at the moment trying to sort the risks and mitigate them, or just understand them.

Any comments would welcome.
