“Expat friendly” banks and brokerage firms

In preparation for moving to the Philippines I have been researching US banks and brokerage firms that are “expat friendly”, specifically to US citizens living in the Philippines. I do plan on using a VPN with a dedicated US IP address and having a US mailing service and a US phone number that may help me retain my current accounts but I would prefer to have accounts with firms that are ok with doing business with US citizens living in the PH.

Citibank was once on my list but they have exited PH retail consumer banking. Schwab was also once on my list but now they will not open foreign accounts in the PH. HSBC is on my list since they have actual branches in the US and the PH but their fees seem high.

Has anyone heard of the “State Department Federal Credit Union”? They seem to have checking, savings, IRA accounts, etc for US Citizens living outside of the US offered through membership in the “American Citizens Abroad” organization. Is anyone a member of that organization?

Also, does anyone use Interactive Brokers (IBKR)? They seem to accept customers living almost anywhere in the world except for sanctioned countries of course.

Any information would be greatly appreciated.
