Healthcare, medical conditions, visa requirements, costs of housing, locations in Cebu or Manilla

Specifically I suffer from a number of chronic conditions that require various visits with medical specialists. The first being a hematologist. I have an unknown condition where my iron drops much more rapidly than normal resulting in anemia if not treated. The best way for me to treat this condition is to get occasional iron infusions about every six months. Also I suffer from a more severe form of diverticulosis and occasional bouts of diverticulitis. I have been hospitalized for a perforated diverticula (ruptured colon) before and run the risk of needing emergency surgery and a possible ostomy. I am wondering given the nature of some of my conditions would I be able to get insurance that would cover the doctor visits and also cover the emergency surgery if I would need it. What would the costs of this insurance be per month. Could I get the care I need in Cebu or should I consider living in Manilla? Also what are the costs of a comfortable place to rent in Cebu? Where would be a good place in to look for to rent to be near a good medical facility? I am also concerned with the visa issue. I would be looking at a long term retirement visa. I had read elsewhere that to retire to the Philippines it requires that the expat have to have at least $10,000 dollars in a bank account at all times and that amount can not be touched as it needs to remain $10,000 dollars strong —- is this accurate? I should have a little more than $2,000 dollars a month as my regular retirement after taxes. Would that amount be enough to cover all costs and situations medical and otherwise previously listed. Would $2,000 or a little more be enough to live comfortably and to be able to cover the necessary expenses for both regular and emergency medical procedures previously listed.
