US Debit Cards Blocked While In The Philippines

I do want to ask one important question now. I am living in Manila. I have only US bank accounts. One year ago, my bank, by human error, blocked the cards from being used. That left me here with no debit cards. I had plenty of money in my bank accounts but no way , THAT I KNEW, to get the money for rent and food. It was a mess. I did learn about bank transfers and opening a local account but is there any services that you all may know about to remedy a situation like that?
