Republic Act No. 9225 question

Does anyone know if a Filipina marries a foreigner and becomes a naturalized citizen of his country, is she still a citizen of the Philippines (and entitled to all its rights and privileges) until said naturalization? More specifically, in the USA she would first need to get permanent residency before applying for naturalization to become a citizen. During that "interim" stage of the process she is a resident, not a citizen, and therefore has not sworn an oath of allegiance to the USA. Is she, at that point, still a Filipino citizen? I would assume so, but I don't know Philippines law well enough to be certain.
