Relocating to Philippines soon and need help please...

I'm preparing to relocate to The Philippines and am looking for the best way in which to apply for a SSRV. Can anyone please help me with the best way to go about getting one (go on a tourist visa first then apply while in Philippines or do it before leaving the US?). Thank you for your help in advance.
