Waiting time for citizenship approval

I have heard a few horror stories about waiting times to receive formal approval for citizenship. I read on another expat site that a man submitted his paperwork 4 years ago and is still waiting!! Anybody have any experience with this? I think 4 years is an unbelievably long time.
