Confused

The more I read, the more confused I become. Just when I think I understand, I read something that lets me know I don't.

Is there a site, that shows each step for a US citizen to become a temporary resident?

Also, I will only have SS and pension as income. Will rent and not work.............do I pay taxes on this income and/or do I apply for non habitual residency? I plan to live there 10 months out of the year.

Can anyone help me out please?
