How can I live in the Algrave?

I'm wondering how an American retiree can live permantly in a EU country? Everything that I've read says that unless one's parents or grandparents were born in a EU country or they are able to spend at least hundreds of thousands of Euros on a business or on real estate, it's not possible.
I can't understand how so many sources recommend that U.S. retirees can and should move to the Algrave. They never mention long term visa requirements.
Please tell me the secret.
