Traveling to Algarve

Three questions--
Q 1 . I have been reading about the visa process and it seems to be a bit of pain no matter where you go to apply. I am an international school teacher in Seoul, Korea and was wondering if anyone would know about the possibility of applying at the Portugal embassy/consulate here. Any ideas?
Q 2 My first visit to Portugal will be this summer as I look for a possible retirement spot. I fly into Faro and will be spending a week in the Algarve region. Any suggestions about what to do/see from the perspective of touring and from the perspective of future living?
Q 3 . How important is it to speak Portuguese, or at least attempt? I have a most terrible 'ear' for language and was wondering if I would do more harm than good trying to speak the local language.
Any and all advice/suggestions will be most appreciated.
