SEF Appointment Snafu

Hi, my friend and hi had SEFT appointments set on our visas -- both on the same day, which turned out to be a holiday, and SEF was closed.

I called over the next few days trying to reschedule an appointment, but the phone is always busy. So I snagged an appointment for myself a few days later. When I appeared, they told me I made an appointment for a Travel Visa Extension, not the Concessao Titular Residencia that I needed and you cannot scheduel those online -- you must call to schedule.

However, bless their hearts, they did process my papers for the Concessao Titular Residencia anyway, I also asked if they could process my friend for the same Concessao Titular Residencia, but they said she must have an appointment in advance (best we'd found for her was in October.

Does anyone have experience contacting SEF to schedule the Concessao Titular Residencia appointment? Can anyone advise how to contact SEF to schedule an appointment for the Concessao Titular Residencia if they phone's are too busy? Can we just go to any SEF and try to schedule?
