Confused

I'm totally confused about this process. Everything I've been told has been contradicted. First off I'm currently staying in Mexico although my home address is in San Francisco, CA. I have an appointment with the VFS Global in SF on Jan 24. I've been told that SF won't process my paperwork unless I have plans to move within 90 days, but I've also seen here that some people haven't received their passport back for 4 months. I've also seen that I have to leave my passport in SF, but other people say that's not true. I'm going to have to get a passport card so I can get back into Mexico if they hold my passport.
The USA consulate here in Guadalajara told me I can't get an emergency passport, but some say they have. If you get an emergency passport they said they invalidate your regular passport. How would it work if they attach your D4 to an invalidated passport?

I've also been told I shouldn't enter Portugal until I have my D7 passport, that you aren't supposed to enter Portugal if you are waiting for the D7. Other people seem to have entered before their D7 was granted. If anyone can help me make sense of this I'd be glad.
