Immigration Desperation

Hi.
My wife came to the US with a scholarship that has the condition that she then spend 2 years at home in Romania. We married before she returned, and it had no effect on the obligation. Now I am living in Bucharest with her, I have been here 2 1/2 months, and approaching the end of my visa-free 90 day stay.
Before I came, I got an official apostile for the marriage certificate, which I understand is internationally recognized by the Hague Convention as a legal document. We got it translated and notarized, and got me health insurance, blah blah blah. Now they are telling us we need a "transcript" of our marriage license, and that this will take 4 months????
It sounds to me like BS; what's the point of an international convention to recognize this document if they make us wait 4 months for a transcript? And I can only stay 90 days without a stay permit...
We have been told I can just leave the country and come back, and get another stamp in my passport for 90 more days; but Romania joined the EU, and I suspect they won't stamp anything if I don't leave the EU.
I just want to be with my wife! Does anyone have any advice?
