Language student visa???

Hi everybody,

I am non-EU and I want to come to Romania, and I need a residency permit for at least one year there, and my questions are:
- If I enroll myself in a Romanian language course in a language school, does that give my a Visa?
- After that can I exchange my driving licence with a Romanian one, as my country "Syria" is one of the countries who has agreement over that with Romania?
(It could sound ridiculous for you, but the main reason for me is to get a European driving license... not more ;) )
