Obtaining residency for my spouse

As an Irish citizen, the Common Travel Area agreement allows me to live in Scotland, but I need to understand how my partner would obtain residency. Brexit has complicated finding answers and most of what I find is outdated. What is the best way to gather information on just what my spouse and I need to do to obtain permission for him to reside in Scotland?
