Family year in Cadiz

We are a family with two young children, ages 3 and 4. We are moving to Cadiz in 9/05 for a year of adventure and language immersion. Can anyone tell me more about the preschool system in Spain and a family friendly neighborhood in Cadiz close to everything? Any information would be helpful.
