Schools in Barcelona or Madrid

Hello! My husband and I are planning to live abroad for approximately 6 months with our two school-aged kids. There is a possibility he will have a "visiting professor" status, but that is uncertain as of yet.

If this does not work out in time and we don't get a "resident's visa," can kidskids attend public school on a "tourist visa"?
