Making phone call

A while ago I purchased movistar broadband which also include the landline (number). Later on I also bought a telefono - Gigaset A120, its manual at https://www.manualslib.com/manual/683328/Gigaset-A120.html However, I can't make a phone call from my cell phone or calling my cell phone through telefono (Gigaset A120). Calling from my cell phone (to my landline) would have sound waiting for answer but no ringing of telefono (Gigaset A120). Calling from telefono (Gigaset A120) doesn't even have any sound in the phone.

My question - Is this the problem of landline (movistar)? Or is it the problem at my telefono (Gigaset A120)?

I check the manual, which mentions, after phone is fully, charged, I should be able to make the phone call; but in fact I can't. So I am wondering which part (movistar or my telefono) is the root cause.

I appreciate any advice. Thank you very much.
