Income Tax, etc.

After retiring to Spain over a year ago from the US, I now find out that you have to pay income tax on world wide income and also file another form annually to declare your net worth to determine a tax on that. When I have asked previously, others don't want to talk about it seemingly preferring to fly under the radar. The gestor who is helping us says we should file separately and estimates his charge to be about 3000 euros on top of what we owe for taxes (due end of June) and penalties for filing the net worth form late (due the end of March.). Legally I plan to live in Spain next year after 180 days to avoid taxes. Any other advice?
