Spanish Consular South Africa

I am a US citizen currently resident in South Africa. The Spanish Consular here advised that I can apply for my Spanish resident visa from here without returning to the US. Has anyone dealt with the Spanish Consulate in South Africa. I am not in a city where they have an office so am relying on email and their website. I do not see the list of how to do it on their website or what documents are needed. Anyone have this info? or a link? Thanks in advance.
